If the search results indicate there are zero programs available, does that mean my buyer doesn't qualify for assistance?

Not necessarily.  Most programs have sales price limits, income restrictions, and/or serve specific jurisdictions they serve, such as a county, city, or even a specific neighborhood.  Your buyers should try expanding their search to other locations, or at lower sales prices, to see if they get better results.
